Counselling deadlines are measured in days, and the most common way to lose a seat has nothing to do with your rank: it is turning up without a document, or with a photocopy where an original was required. Gather everything below before the merit list is published, keep the originals in one folder and two sets of attested copies in another, and scan every page to a phone so you can upload on the day a portal opens.
Identity
- Citizenship certificate (original + copies). Foreign nationals and NRNs follow a separate MEC process — check the current notice.
- Passport-size photographs — at least eight, recent, plain background, the same photo you used on the MEC form.
- The MEC application form printout and your admit card from the entrance exam.
Academic
- SEE / SLC marksheet and certificate (original + copies).
- +2 / Grade 12 transcript and provisional certificate, plus the character certificate from your school. If your final Grade 12 certificate has not been issued yet, bring the provisional and the transcript.
- Equivalence certificate from the Curriculum Development Centre (CDC) if you studied under a board other than NEB — A-levels, CBSE, ISC and any foreign board all need it. This takes weeks; apply now if you have not.
- Migration certificate from your +2 board. Colleges ask for it at admission and boards do not issue it same-day.
Scholarship and reservation
Only needed if you are claiming a category, but without them the claim is void:
- Certificate of the relevant category (Dalit, Janajati, Madhesi, disability, martyr's family, etc.) issued by the authority MEC names in its directive — usually the local government or the relevant national commission.
- Backward-region claims need proof that your SEE and +2 were completed in a designated district, as well as residence.
- Women's cluster is established from the citizenship certificate; no separate paper.
Read the cluster definitions in the counselling notice carefully. A certificate from the wrong issuing body is the most common rejection.
For the paying seat, on reporting day
- The fee for the first instalment in the form the college specifies — most want a bank voucher or manager's cheque, not cash and not a wallet transfer.
- A guardian with their own citizenship copy, if the college's admission form requires a guardian signature (most do).
- Medical fitness certificate, where the college asks for one.
The two-folder rule
Keep originals in one folder that never leaves your hand and attested copies in another that you can surrender. Colleges verify originals and keep copies; MEC's portal wants scans. Having all three ready — original, copy, scan — is what turns a stressful reporting day into a boring one.
When to have this done
Aim to have every item above in hand before the exam, not after the result. The equivalence and migration certificates in particular have lead times longer than a counselling round, and MEC does not extend a deadline for a candidate whose board is slow.
